The cluster-wide resource quota and how close this node is to it.

A quota is worth reading rather than discovering. Once it is enforced, an update that would take a node past a limit is refused, and a client that only finds out by being refused is a client that retries into the same wall: KdrantException.RateLimited says waiting is worth it and cannot say how much room is left.
