Writes an AdmissionPolicy held back because the prompt had not been asked often enough yet.
Not a failure, not a miss and not a writesVetoed: the call returned its response and the cache decided the question was not worth a slot yet. Stays 0 without an admission policy, which is the default.
There is deliberately no CacheEvent for this. CacheEvent is a sealed interface, so a new subtype would break every exhaustive when over it, and that is a source break 2.x does not take for a counter that can be read from here.
